The legal source sixty-seven years ago: Congress found that “the enslavement of a substantial part of the world’s population by communist imperialism makes a mockery of the ideal of peaceful coexistence,” naming the nations deprived of independence by direct or indirect communist-Russian aggression — mainland China, Tibet, and North Korea among them — and requiring the President to proclaim Captive Nations Week each year “until freedom and independence shall have been achieved by all the captive nations of the world.” The 2025/2026 proclamations issue under this very law.
