Chapter 15 — Xi Jinping's Concentration of Power, Phase Two Lifelong Rule, Total Control, the Zero-COVID Disaster, and the Deterioration of People's Livelihoods (2017–2022)

Focus:CORE ARGUMENT OF THIS CHAPTER. This chapter examines the total control that followed the institutionalization of personal rule between 2017 and 2022, when “officials behaved as bandits and the people were treated as weeds.” The abolition of term limits on the state presidency, the strengthening of the Party's leadership over all work, national-security rule in Hong Kong, high-pressure control in Xinjiang, the rectification of platforms and the private economy, and “dynamic zero-COVID” carried out in the name of health and safety together reveal how power invaded every household: city lockdowns, forced quarantine, obstructed access to medical care, secondary deaths, and severed livelihoods. The expulsion of the so-called “low-end population,” the trafficking of women and children, disputes over organ transplantation, and food-safety scandals compounded the suffering of ordinary people. Administrative orders subject to no public oversight can turn an entire society into an enormous cage.

SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “Xi Jinping's Concentration of Power, Phase Two: Lifelong Rule, Total Control, the Zero-COVID Disaster, and the Deterioration of People's Livelihoods (2017–2022)” — its ideas, institutions, events, implementation, victims, and lines of responsibility. Terms used in the catalog such as “evil, terror, plunder, enslavement, deception, and crime” are openly stated value judgments or characterizations of mechanism; they must be supported by verifiable fact, and every major figure must be recorded with its source, its basis of counting, and its range. Sharpness does not mean lowering the standard; it means refusing to use neutral language to conceal concrete harm.
