Chapter 10 — The Party-State Saves Itself Through Reform and Opening (I) Using the Market to Repair the Economy, Using Opening to Rescue Its Rule (1978–2012)

Focus:CORE ARGUMENT OF THIS CHAPTER. This chapter affirms the real improvements that marketization, rural reform, and opening to the outside world brought to ordinary people, while sharply observing that Reform and Opening was first of all the Party-state saving itself and “guarding the tomb” in the aftermath of the disasters of the Mao era—drawing on farmers, entrepreneurs, foreign capital, technology, and world markets to repair an economy it had wrecked with its own hands, so as to preserve the Party, protect the state, and enrich itself, all while refusing to relinquish its political monopoly. The contract system, marketization, and the “reforms” of education, health care, science and technology, pensions, and housing were called to a halt the moment they touched freedom of the press, judicial independence, elections, or responsible government. One must record at once both the prosperity the people created and the institutional boundaries the Party-state used to preserve its rule.

SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “The Party-State Saves Itself Through Reform and Opening (I): Using the Market to Repair the Economy, Using Opening to Rescue Its Rule (1978–2012)” — its ideas, institutions, events, implementation, victims, and lines of responsibility. Terms used in the catalog such as “evil, terror, plunder, enslavement, deception, and crime” are openly stated value judgments or characterizations of mechanism; they must be supported by verifiable fact, and every major figure must be recorded with its source, its basis of counting, and its range. Sharpness does not mean lowering the standard; it means refusing to use neutral language to conceal concrete harm.
