“Civil-War Strategy and Military Mobilization” is not an isolated phenomenon but a concrete expression of “Exploiting the War of Resistance to Expand, Launching Civil War, and Taking Over Power on the Mainland” within institutions and everyday life. This item must answer: who proposed or ordered it, who carried it out, what means of violence, deception, coercion, or inducement were used, who was harmed, what consequences followed for life and rights, and how responsibility was concealed, shifted, or rationalized.
