This chapter examines how, from 1978 to 2012, the CCP concealed its ambitions under the banner of “hiding one’s capabilities and biding one’s time,” drawing on the democratic world’s open markets, capital, technology, education, and international organizations to restore and expand the capacities of the Party-state. Abroad it lowered others’ guard; at home it preserved its political monopoly. Joining the WTO, extracting technology through overseas study and technical cooperation, penetrating the ideological sphere through such vehicles as the Confucius Institutes, and infiltrating international organizations—all brought economic growth while accumulating resources for the stronger industrial control, influence networks, and strategic competition to come. The resources of open societies were used to strengthen the capacities of a closed Party-state. CONCRETE ENTRY POINT. Western markets, universities, capital, and technology opened to China, while China’s political information, organizational space, and market access remained restricted; the resources of open societies were used to strengthen the capacities of a closed Party-state.
