SECTION FOCUS
This section interprets the planned economy as a system for controlling survival itself: through grain, ration coupons, household registration, the allocation of labor, permits to move, and the blockade of information, the Party-state decided who could eat, work, reside, travel, and call for help — turning economic monopoly directly into political obedience. 6-6-1

- 🗄 CH-006.6.4.2.05 6-6-4-2-5 Authorial argument, database judgment, institutional comparison, policy and law, and applications for public communication CHAPTER 7 The Party-State's Totalitarian Machine The Party Above the State, the Judiciary Reduced to a Tool, the Military and Police as Party Property, and the Partification of Society (1949–) CORE ARGUMENT OF THIS CHAPTER. This chapter takes apart the skeleton of the Party-state’s totalitarian machine: the CCP is not an ordinary ruling party but the core of power that, through its “vertical lines and horizontal blocks,” stands above the constitution, the state, the army, the judiciary, the media, and social organizations. The Party directs legislation (the National People’s Congress becomes a rubber stamp), the Party directs justice (the police, procuratorate, and courts are reduced to tools), the Chinese People’s Political Consultative Conference becomes a decorative vase, mass organizations such as the trade unions, the Youth League, and the Women’s Federation become its claws and teeth, and the official media are made into its mouthpiece. Citizens have no genuine elections, recall, oversight, or independent redress, and no freedom of movement, leaving them all but prisoners. The more refined the structure, the harder it is for the individual to escape, and the more easily responsibility is concealed behind the name of “the organization.” CONCRETE ENTRY POINT. The courts display the national emblem and the laws are written down on paper, but cases, cadres, the army, and the media answer first to the Party committee; the organs of state retain their outer shell, while actual sovereignty runs along the Party’s organizational and appointment systems. SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “The Party-State's Totalitarian Machine: The Party Above the State, the Judiciary Reduced to a Tool, the Military and Police as Party Property, and the Partification of Society (1949–)” — its ideas, institutions, events, implementation, victims, and lines of responsibility. Terms used in the catalog such as “evil, terror, plunder, enslavement, deception, and crime” are openly stated value judgments or characterizations of mechanism; they must be supported by verifiable fact, and every major figure must be recorded with its source, its basis of counting, and its range. Sharpness does not mean lowering the standard; it means refusing to use neutral language to conceal concrete harm
