This chapter affirms the real improvements that marketization, rural reform, and opening to the outside world brought to ordinary people, while sharply observing that Reform and Opening was first of all the Party-state saving itself and “guarding the tomb” in the aftermath of the disasters of the Mao era—drawing on farmers, entrepreneurs, foreign capital, technology, and world markets to repair an economy it had wrecked with its own hands, so as to preserve the Party, protect the state, and enrich itself, all while refusing to relinquish its political monopoly. The contract system, marketization, and the “reforms” of education, health care, science and technology, pensions, and housing were called to a halt the moment they touched freedom of the press, judicial independence, elections, or responsible government. One must record at once both the prosperity the people created and the institutional boundaries the Party-state used to preserve its rule. CONCRETE ENTRY POINT. Farmers took the risk of contracting land for output, individual merchants operated in the cracks, and foreign capital and technology entered China as ordinary people created prosperity; at the same time, freedom of the press, of the courts, of elections, and of organization remained fenced off beyond untouchable boundaries. SCOPE AND CLASSIFICATION BOUNDARY.
