Inheriting the Qin-dynasty art of “managing the masses,” the regime practiced a modern, slavery-like mode of rule that “does not solve problems but eliminates those who raise them”—the wronged had to kneel to seek redress and even hold up portraits of the leader or the national flag lest they be accused of opposing the Party. What defines this phase is not any single policy but the systematic compression of error-correction channels, checks on power, and the space for social autonomy. CONCRETE ENTRY POINT. Real-name mobile registration, cameras, facial recognition, grid monitors, Party branches, and the language of national security entered enterprises, campuses, communities, and the internet all at once, gradually folding individual life into a system that could track, score, and punish.
