The CCP need not first arrive at moral repentance in order to change its choices. If diplomatic, economic, informational, human-rights, international-judicial, humanitarian, and security pressures alter the costs of ruling, the expectations of the military and police, and the exit options of elites, they may bring about a halt to repression, a split within the Party, or a window for handover; they may also provoke backlash, nationalism, and still harsher closure, and must therefore be assessed in both directions.
