The existing 28-1 through 28-7 largely discuss paths that are prepared, negotiated, or able to form a public mandate quickly. This section is reserved specifically for the problem of succession when the CCP has not reformed voluntarily, when the Party organization has already lost power or suddenly disintegrated, and when a unified democratic authority has not yet formed. Here it sets out only the objects of study and the constraints of the rule of law; it does not presume any specific actor, nor does it provide any plan for seizing power, launching attacks, or secret organizing. 28-8-1
