Chapter 25 — The Terminal Crisis of CCP Rule Personal Dictatorship, Broken Succession, Organizational Decay, Fiscal Hemorrhage, and State Incapacity (2012– )

Focus:CORE ARGUMENT OF THIS CHAPTER. This chapter treats the crisis of the Xi Jinping era as the structural result of the compounding three evils entering their late stage: personal dictatorship crushes collective self-correction; loyalty screening (competing to prove fealty upward and ruthlessness toward the people) weeds out professional competence; the succession system has been wrecked; the information black box blinds decision-making at the very top; fiscal, economic, and public-service pressures mount all at once; grand “strategic gambits” repeatedly end in fiascos, factions feud internally, and officials, their livelihoods made miserable, simply lie flat. The research focus is not to arbitrarily proclaim when the regime will fall, but to build a continually updatable system of crisis indicators that distinguishes long-term decay, phased turbulence, localized incapacity, and nationwide rupture.

SCOPE AND CLASSIFICATION BOUNDARY. This chapter records only facts and indicators that can illuminate governing capacity, organizational stability, fiscal payments, the loyalty of the military and police, social governance, and the order of succession. Rumors, anonymous leaks, and social-media speculation must be graded; a “crisis” does not automatically equal “imminent collapse,” still less does it constitute a reason to create chaos.
