10-6-4-2-5 Authorial argument, database judgment, institutional comparison, policy and law, and applications for public communication CHAPTER 11 The Carving Up of Power Under Reform and Opening (II) The Capitalization of Party Power, Privileged-Elite Privatization, and Social Disorder (1978–2012) CORE ARGUMENT OF THIS CHAPTER. This chapter examines how reform, in the absence of democratic oversight, an independent judiciary, and fair property rights, slid from “delegating power and yielding profit” into the carving up of power and money-grabbing by the Party's ruling families. Dual-track pricing, approval powers, the restructuring of state-owned enterprises, land finance, financial monopoly, and insider control allowed public assets to be acquired cheaply by the privileged elite, their families, and their networks of connections, while ordinary people bore layoffs, forced demolitions, housing prices, debt, and the polarization of wealth; the Party's power, arbitrary and unbounded, together with judicial injustice and the absence of fairness and justice, accumulated into social rancor and revenge. What was called “getting rich first” became, across many domains, a matter of the powerful plundering first while the powerless paid the bill for years to come. CONCRETE ENTRY POINT. As workers lost their jobs and benefits, those who held the powers of approval, insider pricing, lending, and restructuring acquired enterprises, land, and shares; public assets flowed along the chain of power into families and networks of connections. SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “The Carving Up of Power Under Reform and Opening (II): The Capitalization of Party Power, Privileged-Elite Privatization, and Social Disorder (1978–2012)” — its ideas, institutions, events, implementation, victims, and lines of responsibility. Terms used in the catalog such as “evil, terror, plunder, enslavement, deception, and crime” are openly stated value judgments or characterizations of mechanism; they must be supported by verifiable fact, and every major figure must be recorded with its source, its basis of counting, and its range. Sharpness does not mean lowering the standard; it means refusing to use neutral language to conceal concrete harm Folder · PG-E
