This chapter examines how reform, in the absence of democratic oversight, an independent judiciary, and fair property rights, slid from “delegating power and yielding profit” into the carving up of power and money-grabbing by the Party's ruling families. Dual-track pricing, approval powers, the restructuring of state-owned enterprises, land finance, financial monopoly, and insider control allowed public assets to be acquired cheaply by the privileged elite, their families, and their networks of connections, while ordinary people bore layoffs, forced demolitions, housing prices, debt, and the polarization of wealth; the Party's power, arbitrary and unbounded, together with judicial injustice and the absence of fairness and justice, accumulated into social rancor and revenge. What was called “getting rich first” became, across many domains, a matter of the powerful plundering first while the powerless paid the bill for years to come. CONCRETE ENTRY POINT. As workers lost their jobs and benefits, those who held the powers of approval, insider pricing, lending, and restructuring acquired enterprises, land, and shares; public assets flowed along the chain of power into families and networks of connections.
