19-6-4-2-5 Authorial argument, database judgment, institutional comparison, policy and law, and applications for public communication CHAPTER 20 The Mao-Era Export of Revolution Abroad Bloc Confrontation, Intervention in War, Support for Dictatorships, and the Politics of Foreign Aid (1949–1978) CORE ARGUMENT OF THIS CHAPTER. This chapter examines the Mao-era foreign policy line that harnessed revolutionary ideology to serve regime security and the leader’s prestige—a “Communist” dictatorship fundamentally opposed to American capitalism and its constitutional order of separated powers. The Korean War, the wars in Indochina, overseas revolutionary organizations, aid to dictatorial regimes, border conflicts, and enormous foreign aid expenditures consumed lives and resources during a period of domestic poverty and even famine. One must distinguish among the demands of national security, the export of ideology, international responsibility, and the consequences visited upon ordinary foreign populations. CONCRETE ENTRY POINT. While the population at home remained mired in poverty and even hunger, resources were channeled into war, foreign aid, and overseas revolutionary organizations; guns, training, propaganda, and organizational techniques carried the Party-state’s mode of rule into other societies.
