This chapter examines how, in the Xi Jinping era, the CCP shifted from leveraging and integration toward open expansion—the “Wolf of Zhongshan,” which turns insolent the moment it gets its way—tearing off the disguise of “hiding one’s capabilities and biding one’s time” and lashing out with “wolf warrior” aggression. The Belt and Road Initiative, policy-bank finance, state-owned enterprises and industrial subsidies, technology acquisition, economic coercion, discourse in international organizations, overseas policing, and transnational repression can turn economic cooperation into an instrument of political obedience and manufacture “debt traps.” This study will concretely identify debt risks, intellectual property and forced technology transfer, the militarization of the South China Sea, extraterritorial threats against dissidents, and the effects on the sovereignty, markets, and security of individual countries, grounding judgments such as “support for dictatorial regimes” in specific countries, funds, and actions. CONCRETE ENTRY POINT. Ports, railways, minerals, communications networks, data platforms, loan conditions, and political pressure are linked to one another, and economic projects can form a composite chain of dependence, standards, information, and obedience.
