“Leaders’ Written Instructions and Informal Power” is not an isolated phenomenon but a concrete expression of “The Party’s Central Apparatus and Its Supreme Decision-Making Structure” within institutions and everyday life. This item must answer: who proposed or ordered it, who carried it out, what means of violence, deception, coercion, or inducement were used, who was harmed, what consequences followed for life and rights, and how responsibility was concealed, shifted, or rationalized. For death tolls, property losses, and legal characterizations, it records separately the claim, the grade of evidence, the basis of the count, and any counter-evidence.
