“The Policy of Sinicizing Religion” is not an isolated phenomenon but a concrete expression of “Religious Administration and Restrictions on Freedom of Belief” within institutions and everyday life. This item must answer: who proposed or ordered it, who carried it out, what means of violence, deception, coercion, or inducement were used, who was harmed, what consequences followed for life and rights, and how responsibility was concealed, shifted, or rationalized.
