It studies how diplomatic, financial, human-rights, and judicial pressure directed at responsible individuals and institutions changes the costs to senior leaders, the military and police, state-owned enterprises, and local officials of continuing repression; it must assess the effects of sanctions inadvertently harming ordinary people, backlash nationalism, and solidarity within the ruling group. CONCEPTUAL / DESIGN DISPUTES. Whether sanctions are effective, whether they harm civilians, and their legal basis must be assessed separately by country, instrument, time frame, and exit conditions.
