25-8-4 Exit Guarantees for Halting Repression, Protecting Civilians, Preserving Evidence, and Peaceful Transfer Item · PG-C

ID CH-025.8.4 · This item: 2 packages, five fixed folders each.

It studies how tiered accountability, witness protection, limited leniency, continuity of position, family safety, and international witnessing can provide a credible exit for those who refuse to repress, protect civilians, preserve archives, and facilitate transfer; serious international crimes must not be granted blanket exemption through political bargains. LOW-CASUALTY / CIVILIAN PROTECTION. Making “stopping wrongdoing” safer and more promising than “continuing to obey” is a realistic mechanism for reducing casualties.
