It stipulates that external advisers, aid, observation, and security support must have clear legal sources, temporary authority, or a popular mandate, disclose funding and conditions, submit to audit, be limited in duration, and provide for exit, so as to prevent new dependency from forming in the name of “aiding democracy.” CONCEPTUAL / DESIGN DISPUTES. The legitimacy and acceptability of different forms of external support must ultimately be decided by the Chinese people.
