🗄 CH-013.6.4.2.05 13-6-4-2-5 Authorial argument, database judgment, institutional comparison, policy and law, and applications for public communication CHAPTER 14 Xi Jinping's Concentration of Power, Phase One Anti-Corruption Consolidation, Political Regression, and the Foundations of Digital Totalitarianism (2012–2017) CORE ARGUMENT OF THIS CHAPTER. This chapter examines how, from 2012 to 2017, the Chinese Communist Party (CCP) shifted back from collective authoritarianism toward the concentration of power in a single individual—driving history into reverse, turning “the country into a prison and its people into inmates.” While targeting some corruption, the anti-corruption campaign simultaneously reshaped loyalty and fear; the Party's leadership expanded into government, enterprises, universities, media, and society; ideology was tightened once again; and big data, surveillance cameras, real-name registration, and social-governance platforms laid the foundations of digital totalitarianism. Inheriting the Qin-dynasty art of “managing the masses,” the regime practiced a modern, slavery-like mode of rule that “does not solve problems but eliminates those who raise them”—the wronged had to kneel to seek redress and even hold up portraits of the leader or the national flag lest they be accused of opposing the Party. What defines this phase is not any single policy but the systematic compression of error-correction channels, checks on power, and the space for social autonomy. CONCRETE ENTRY POINT. Real-name mobile registration, cameras, facial recognition, grid monitors, Party branches, and the language of national security entered enterprises, campuses, communities, and the internet all at once, gradually folding individual life into a system that could track, score, and punish. SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “Xi Jinping's Concentration of Power, Phase One: Anti-Corruption Consolidation, Political Regression, and the Foundations of Digital Totalitarianism (2012–2017)” — its ideas, institutions, events, implementation, victims, and lines of responsibility. Terms used in the catalog such as “evil, terror, plunder, enslavement, deception, and crime” are openly stated value judgments or characterizations of mechanism; they must be supported by verifiable fact, and every major figure must be recorded with its source, its basis of counting, and its range. Sharpness does not mean lowering the standard; it means refusing to use neutral language to conceal concrete harm
