This chapter examines the alliance of interests the CCP has formed with Russia, Iran, North Korea, Syria, and other authoritarian regimes, an alignment that makes it appear a partner in an “axis of evil.” Energy, trade, the defense industry, technology, diplomatic cover, sanctions evasion, and anti-Western propaganda allow dictatorial regimes to sustain one another, raising the risks of war, nuclear proliferation, terrorism, and the destruction of the global order. Grave judgments such as “support for terrorist organizations” or “aiding Russia’s war effort” must be grounded in specific funds, materiel, diplomatic protection, and organizations, letting the evidence speak and never substituting conjecture for proof. CONCRETE ENTRY POINT. Diplomatic vetoes, energy deals, arms sales, surveillance technology, propaganda collaboration, and sanctions evasion allow multiple authoritarian regimes to sustain one another; whether an alliance in fact exists must be proven by specific funds, materiel, and actions. SCOPE AND CLASSIFICATION BOUNDARY.
