This section examines why the gangster organization produces adverse selection. The organization rewards professions of loyalty, obedience, blood-pledges of allegiance, concealment, and a readiness to persecute others, while punishing independent judgment, open dissent, and moral refusal; factional struggle and internal purges further compel members to prove their loyalty by being more ruthless, more deceitful, and more merciless, so that in the end the vicious and the cunning rise more easily. 3-3-1
