This chapter examines how the Party-state machine produces absurdity and harm in its everyday operation: the will of the highest level can change national policy overnight, localities pile on ever-higher quotas to protect officials’ positions, the grassroots plunder the people in order to meet targets, statistics and reports on public sentiment convey only good news and never bad, and once disaster strikes, responsibility is again shifted downward level by level. The center and the localities contend openly and covertly over power and resources — grasping the large while letting go of the small — and localities, to protect themselves, will harm the national interest without hesitation. The extreme concentration of power has not brought reliable governance; instead it has produced policy lurches, one-size-fits-all measures, falsified data, local debt, forced demolition and land expropriation, and a state of affairs in which no one is held responsible. CONCRETE ENTRY POINT. A single slogan is handed down from the highest level; departments refine it level by level, localities vie to pile on more, and the grassroots meet the targets through fines and coercion; the data report good news all the way up, the harm sinks all the way down, and in the end no one bears responsibility. SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “The Malign Operation of Party-State Totalitarianism: The Caprice of Supreme Power, Escalation at Every Level, Grassroots Plunder, and the Evasion of Responsibility (1949–)” — its ideas, institutions, events, implementation, victims, and lines of responsibility.
