This chapter examines the total control that followed the institutionalization of personal rule between 2017 and 2022, when “officials behaved as bandits and the people were treated as weeds.” The abolition of term limits on the state presidency, the strengthening of the Party's leadership over all work, national-security rule in Hong Kong, high-pressure control in Xinjiang, the rectification of platforms and the private economy, and “dynamic zero-COVID” carried out in the name of health and safety together reveal how power invaded every household: city lockdowns, forced quarantine, obstructed access to medical care, secondary deaths, and severed livelihoods. The expulsion of the so-called “low-end population,” the trafficking of women and children, disputes over organ transplantation, and food-safety scandals compounded the suffering of ordinary people. Administrative orders subject to no public oversight can turn an entire society into an enormous cage. CONCRETE ENTRY POINT. Residential buildings sealed shut, emergency patients waiting for permission, families forcibly separated, shops closed and incomes cut off—administrative orders entered every door in the name of health and safety. SCOPE AND CLASSIFICATION BOUNDARY.
