This chapter examines how the CCP has, step by step, torn up the promises of high autonomy and institutional guarantees it made to Hong Kong and Macau—denying the contractual force of the Sino-British Joint Declaration, installing puppets, and eroding democracy. Central intervention, electoral overhaul, national-security legislation, the closure of media outlets, the disbanding of associations, educational reengineering, and mass emigration have degraded “one country, two systems” from an institutional safeguard into the Party-state's unilateral power of interpretation, and Hong Kong's freedoms, rule of law, and international standing have withered accordingly. This study records the differing responsibilities within the protests while refusing to let “the restoration of order” mask the substantive contraction of freedom, the rule of law, and civil society. CONCRETE ENTRY POINT. Newspapers shuttered, candidates disqualified, associations disbanded, classrooms and forms of commemoration changed, and ever more families leaving their homeland—institutional remaking entered daily life through a series of visible steps. SCOPE AND CLASSIFICATION BOUNDARY. This chapter includes only material directly related to “The Remaking of Hong Kong's and Macau's Institutions: Eroded Promises, National-Security Repression, Shrinking Freedoms, and Social Reengineering (Hong Kong 1997– ; Macau 1999– )” — its ideas, institutions, events, implementation, victims, and lines of responsibility.
