This chapter addresses the most urgent questions that arise when the regime changes abruptly — especially once retaliatory violence has already spread and the military, the police, and local power have begun to fracture: how to avert massacres by the military and police, mob lynchings, retaliation by blacklist, the collective punishment of family members, ethnic conflict, looting, famine, the interruption of medical care, financial collapse, and the loss of control over strategic weapons. The core concern is not who seizes victory first, but rather first to sever the chain of killing, protect lives, and maintain the state and its public services, and then to swiftly bring interim power under legal and democratic oversight; the introduction of external guidance and monitoring from the United States, Japan, Europe, and Taiwan, among others, can serve as a support for halting violence and maintaining order, for state continuity, and for strategic security. CONCRETE ENTRY POINT. During a regime upheaval, whether hospitals can keep their power on, whether food can be distributed, whether communications remain open, and whether munitions and nuclear facilities are secure are more urgent than political slogans; state continuity is first of all the continuity of lifelines. SCOPE AND CLASSIFICATION BOUNDARY. This chapter provides only a high-level, protective framework for public governance; it does not address operational details such as seizing government organs, controlling weapons, breaking through security cordons, attacking targets, or secret communications. All emergency powers must be time-limited, must leave a record, and must be subject to judicial and public oversight
