28-9 “Peaceful, Rational, Nonviolent” Action Under Repression: Civil Nonviolent Resistance That Does Not Presuppose the Rulers’ Permission

SECTION FOCUS
Reframes “peaceful, rational, nonviolent” from an expectation of goodwill on the part of the rulers into a discipline of minimum casualties for the public and the forces of transition. It does not demand obedience to unjust laws that suppress basic rights, nor does it guarantee that the CCP will not resort to repression; it studies how to weaken one-party control through public demands, civil noncooperation, professional conscience, the spread of facts, and social mutual aid, while protecting the innocent and basic livelihoods. 28-9-1
